Milagros Carter is United Through Reading’s Program Manager for the Pacific Northwest. She partners with military installations and local support organizations to expand awareness of UTR and ensure families across the region can stay connected through shared storytime.
An Army veteran and military spouse, Milagros brings 27 years of combined military and federal civilian experience supporting the Department of Defense. She holds a B.S. in Business Administration from the University of Maryland Global Campus and is a graduate of the Hiring Our Heroes Military Spouse Career Accelerator Program Fellowship.
Milagros volunteers as the senior spouse advisor for her husband’s SFRG. She and her husband have four children and enjoy exploring the Pacific Northwest, spending time outdoors, and discovering new places to eat as a family. Contact: milagroscarter@utr.org.
